Over here, the Evening Echo, publishes a short story every Saturday, on The Saturday Short Story page. They do pay, although not straight away. You have to wait until they settle their accounts. This occurs about every six months. Payment is €126.00. They do not, however, send you a complementary copy of the paper.
Stories from England as well as Ireland have appeared in it. I am sure they would take stories from America, as well. There is no stipulation as to category. As well as "ordinary" stories, I have seen science-fiction and fantasy stories appear. It's a really good place to start for the beginner.
